AUTHORIZED USE
a. No person shall use any area or facility of a park for any purpose other than for the purpose for which it was designed or designated.  

b. Only Kingwood Residents and their guests are allowed to use the parks (and sports group participants from outside the Kingwood Area).

c. Guests must be accompanied by a Kingwood resident at all times while in the park.

d. Non-residents and unattended guests are subject to be prosecuted as trespassers.

e. Vehicles must have a valid Kingwood resident decal ("K Sticker). Unoccupied vehicles not displaying a valid Kingwood resident decal are subject to being towed away at owner's expense.

HOURS OPEN
No person shall enter into or remain within a park at any time other than during such time as designated on the sign posted at or near the entrance of such park.

VEHICLES
a. No person shall operate a vehicle within a park except on the roads or parking lots. Operation of a vehicle on the shoulder of a road will be limited to driving thereon for the purpose of parking on the shoulder of the road or driving a parked vehicle from the shoulder of the road to the paved portion of the road.

b. No person shall operate a truck within a park. This provision does not apply to light truck or trucks making deliveries of materials, supplies, and equipment.

c. No person shall operate a vehicle in a park at a speed in excess of the posted speed limit.

d. No person shall cause a vehicle to be parked within a park except in a designated parking area. Vehicles parked on the shoulder of a road in designated areas, must be parallel to the road.

e. No person shall cause a vehicle to remain within a park after hours, unless authorization is received, in advance from KSA Parks Committee and provided, however, that in no event shall any person cause a vehicle to remain within a park in excess of twenty-four (24) hours at any given time. Vehicles remaining within a park for which notification has not been received by KSA or vehicles within a park which are not displaying a valid Kingwood " K Sticker will be towed and placed in storage by the proper law enforcement officer at the owner's expense.

SWIMMING & DIVING
No person is allowed to swim in, or dive into any body of water under the care, custody, or control of Kingwood Service Association.

POOL BRACELET PROGRAM
The following pools are participating in the Pool Bracelet Program: Bear Branch, North Woodland HIlls, South Woodland Hills, Sherwood Trails, Hunters Ridge, Elm Grove, MIlls Branch, Sand Creek, Greentree, Riverchase. Reason for new Policy: In general, the participating communities wanted all Kingwood residents and their children to be able to swim at any of the Kingwood pools with their friends. Most of the pools were going to do pool tags individually anyway, so we joined together to make it a "Kinwood Village Pool" agreement to share the pools. If you are a resident of Kingwood and have paid the assessment to your Association, then under this new system you are free to go to any of the participating pools without fear or concerns about admission issues.

WILDLIFE
No person shall willfully harm, harass, trap, confine, catch or possess, any wildlife within a park.

FIRES
No person may light, build, or maintain a fire within a park, without a written permit from the KSA office. This rule does not apply to fires built in designated barbeque grills nor to the lighting, burning, or smoking of tobacco in a cigar, cigarette, or pipe.

USE OF LOUDSPEAKERS
No person shall use any loudspeaker, public address system or amplifier within a park without prior written permission From KSA Parks Committee.

DUMPING AND LITTERING
All persons shall dispose of trash only in the receptacles provided thereof. No person shall bring into a park any trash, refuse or waste material.

SOLICITING
No person shall solicit funds or donations, or sell or offer to sell services or goods or distribute circular in a park. This rule does not apply to the following:

a. Persons soliciting donations or conducting fund raising events for and on behalf of non-profit organizations, who have secured prior written permission from KSA Parks Committee.

b. Concessionaires or Lessees and persons employed by concessionaires or Lessees when selling goods or services, or charging for amusements pursuant to an agreement authorized by the KSA Parks Committee.

c. Fees for the use of specific park facilities may be established by KSA Parks Committee.

CAMPING
No person shall engage in overnight camping in a park except when authorized by KSA Parks Committee in an area specifically designated for camping.

SPECIAL EVENTS
No person shall solicit for, hold or sponsor a special event in a park without the prior written permission of the KSA Parks Committee. All groups over fifty individuals are governed by KSA Parks Special Events Policy, a copy of which is available at the KSA office.

SPECIAL PROVISIONS
The following special provisions apply to particular parks:

DEER RIDGE PARK:
Specific rules for use of tennis and basketball courts are posted at such courts.

NORTHPARK RECREATIONAL AREA, DEER RIDGE PARK, and RIVER GROVE PARK:
Approval for use of sports fields must be obtained from the leasing sports group.

CREEKWOOD NATURE AREA and EAST END PARK
No person shall camp in the nature areas except as authorized by permit, which can be obtained at the KSA Office.

FIREARMS
No weapons, rifles, pistols or other firearms are permitted in KSA parks, with the exception of those carried by certified police officers.

"K" STICKERS
"K" Slickers can be obtained at the offices of the Kingwood Association Management, Suite 404, 1102 Kingwood Drive, Kingwood, TX 77339. The telephone number is 281-359-1102

EXPLOSIVES
No person may possess gunpowder, or other combustibles, explosives, or fireworks within a park, provided however, that this provision does not apply to gasoline and other petroleum products for fuel for cooking, or fuel for boats and other water recreational vehicles.

ANIMALS
No person may bring into or possess in a park any animal other than a dog or domestic cat. Any person bringing a dog or domestic cat into a Park shall keep such dog or domestic cat confined to a vehicle or by a leash fifteen (15) feet in length. (The City of Houston enacted an Ordinance on December 22, 2003 that requires 'each person in control of a dog or cat to promptly remove and dispose, in a sanitary manner, feces left by such dog or cat." You should carry and use materials to pick up and dispose of droppings. If you are convicted of a violation the fine can range from $75 to more than $500.00. No person shall bring into: or keep a horse in a park except in areas or trails specifically designated for horses.

GLASS BEVERAGE CONTAINERS
No person shall use any glass beverage containers in a park.

ALCOHOLIC BEVERAGES
No open containers of alcoholic beverages are allowed in Kingwood Service Association owned parks.

EFFECT ON EXISTING LAW
These rules and regulations are in addition to and not in lieu of all federal and state laws, rules, and regulations applicable within a park.

SEVERABILITY
The provisions of these rules and regulations are severable. If any word, phrase, clause, sentence, section, provision or part of these rules and regulations should be held invalid or unconstitutional, it shall not affect the validity of the remaining provisions, and it is hereby declared to be the intent of the KSA that these rules and regulations would have been adopted as to the remaining portions, regardless of the invalidity of any part.

AMENDMENTS
These rules and regulations may be reviewed and amended from time to time by the Kingwood Service Association.
